Uma experiente concessionária de logística falou à revista O Empreiteiro que as concessões de Galeão e Confins devem atrair algumas grandes operadoras globais. Entretanto, ele aponta a falta de planejamento do próprio governo: “Lançou, além das concessões dos dois aeroportos, um lote de concessões de rodovias e ferrovias, num prazo relativamente curto. É difícil imaginar que as operadoras globais nesses segmentos venham todas aplicar os seus recursos aqui, agora que o crescimento da economia brasileira esfriou, a inflação ameaça voltar, e os protestos das ruas mostram como o governo se distanciou das carências antigas da população”.
Ele identifica ainda as indefinições regulatórias, a morosidade da Justiça e a interferência política como entraves ao processo de atração das operadoras globais. “Um recurso na Justiça pode atrasar a assinatura de um contrato de concessão por mais de um ano, quando o próprio governo, como poder concedente, deveria atuar para agilizar o processo. Empresas com quase nenhuma tradição em concessões continuam concorrendo nas licitações, aviltando os preços das propostas. As agências reguladoras perderam grande parte da sua autonomia de força nos últimos cinco anos, deixando de ser um moderador confiável nos casos de conflito”.

An experienced logistics operator spoke to the O Empreiteiro magazine and said that the concessions of Galeão and Confins should attract some large global operators. However, he points out the lack of planning by the very government: “It launched, in addition to the concessions of two airports, a set of concessions of roads and railways within a relatively short period of time. It is hard to imagine that global operators in this segment will all come to invest their funds here, now that the growth of the Brazilian economy has gotten cold, inflation is threatening to come back and protests on the streets show how much the government has become distant from the population’s old needs”.
He also identifies undefined regulations, the slowness of the courts and political interferences as bottlenecks of the process of attracting global operators. “An appeal in a court of law can delay the signature of a concession contract for over one year, while the very government, as the granting authority, should act in order to speed up the process. Companies with almost no tradition in concessions are still presenting bids in tenders, thus increasing the prices of the proposals. Regulating agencies have lost a significant part of their autonomous strength in the last five years, and they are not a reliable moderator in conflicts any longer.”
