Segundo a CPTM, até julho, R$ 250 milhões do PAC da Mobilidade ainda não tinham sido repassados à companhia para investimento na obra. A aprovação dos projetos de travessia das rodovias BR-116 (Dutra), SP-70 (Ayrton Senna) e SP-19/BR-610 (Hélio Smidt) demorou mais do que o previsto e atrasou o início das obras nos lotes 3 e 4. Com exceção dos recursos do PAC, as outras pendências já foram superadas, de acordo com a CPTM.
